A. Description of the organization:

The Cameroon Baptist Convention Health Board (CBCHB) is a faith-based non-profit organization that aims to provide quality health care to all by strengthening health systems in Cameroon. Established in 1936 by missionaries, it was transitioned to local leadership in 1975. It runs 12 hospitals, 32 integrated Health Centers, and 61 Primary Health Centers in eight of the ten regions of Cameroon. The CBCHB runs public health programs in all the 10 regions of Cameroon including HIV/AIDS care and treatment, NCD, Women’s health, disability programs, etc. lt has a staff capacity of over 6,000 full-time employees. The CBCHB is the leading local organization that supports the MoH in HIV prevention, care, and treatment, system strengthening including strategic information, clinical services, and program management. lt is currently one of the key implementing partners of the PEPFAR funded grants in Cameroon with its roots in comprehensive, community and family-focused HIV services.

B. Program Description:
ln partnership with the United States Centers for Disease Control and Prevention (CDC), CBCHB will conduct the second Population-based HIV lmpact Assessment (PHIA) in Cameroon. Described as CAMPHIA 2024, the survey will define the status of the National HIV epidemic response, and guide allocation of resources based on evidence. CAIUPHIA 2024 will be government led and country-owned with the following overarching guiding principles:

1. Ensure timely and high-quality implementation to inform HIV epidemic control
2. Strengthen local capacity of the health sector in conducting population-based health studies
3. Contribute to the creation of a National Public Health Institute (NPHI), especially around lab and data management
4. Leverage a strong foundation of technical assistance.

To achieve these goals, CBCHB will be working in close partnership with key entities of the MoH, the National lnstitute of Statistics, lCAp, and the Centers for Disease Control and Prevention (CDC) in Cameroon. CAMPHIA 2024 will be able to estimate the population-level impact of the National HIV Prevention, Care, and Treatment Programs in Cameroon. ln addition to providing important programmatic information to the MoH and relevant stakeholders, this assessment of the National HIV Program is of great value to HIV epidemic control in Cameroon.
To implement this national survey, CBCHB needs the services of a qualified zonal Community Mobilization Officer who will oversee all zonal community mobilization aspects of the survey.

• FWZ4 (Far North, North, Adamawa)

7. Contract Duration: 6 months
8. Salary: Negotiable

D. Overall Job Function:
Community mobilization is crucial for the success of CAMPHlA2024 as it fosters active participation, trust, and enhance appropriate response rates for the survey’ Mobilizing communities promotes awareness, reduces stigma, and encourages HIV testing and treatment uptake, vital for any effective public health interventions.
Reporting to the Community Mobilization Coordinator, the Community Mobilization Officer will be responsible for overseeing all community mobilization efforts of the project in the zone under his/her jurisdiction which is a national population-level HIV Impact Assessment (PHlA) survey in Cameroon. The incumbent will train the community mobilizers and lead efforts related to community mobilization, sensitization, and education.

The specific responsibilities of the CMO will include;

1. Participate in the organization of CAMPHIA 2024 regional launching, kick-off meetings and events related to CAMPHIA 2024 at the regional level.
2. Lead all Community Mobilization aspects of the CAMPHlA 2024 project in the zone, including multiplying and disseminating all standard IEC materials and follow up of effective mobilization in the assigned EAs within a FWZ.
3. Ensure the effective implementation of designed work plans for community mobilization in collaboration with local stakeholders and with the support of Community Mobilization Coordinator and other field coordinators.
4. Lead in the mobilization of existing community groups and engaged CSOs for active participation to leverage information collection for the CAMPHIA 2024 survey.
5. Mobilize and facilitate the engagements of stakeholders during planning meetings, workshops, and awareness mobilization.
6. Develop detailed zonal work plans for community mobilization based on selected EAs and implement them with the field teams to meet the Project’s requirements.
7. Active participation in the community mapping/ profiling.
8. Ensure that selected communities are fully mobilized ahead of the deployment of survey teams.
9. Participate in the data collection daily monitoring calls.
10. Ensure community mobilization activities from the field are reported as appropriate.
11. Lead in the orientation of community mobilizers in the field and their supervision.
12. Understand and adhere to the protocol, SOPs, and other appropriate regulations, procedures, and policies and ensure all community mobilizers abide by it.
13. Conduct frequent field visits to ensure communities and stakeholders are being engaged appropriately.
14. Prepare a weekly report of his/her team’s performance during the data collection period.
15. Ensure that mobilizers under his/her supervision maintain the confidentiality of survey participants and adhere to the established branding policy.
16. Keep work zone coordinators informed on any issues related to community mobilization at the field level.
17. Perform any other tasks assigned by the Supervisor.

Qualifications, Knowledge, and Skills:

1. MSc/MPH/BSc Degree /Diploma/HND in relevant field (community health, social work, community development, etc.)
2. Minimum 3 years of professional experience in a similar position or as a Community Mobilization Officer at the regional level.
3. Skills required: Strong mobilization and communication skills, Networking, and Advocacy.
4. At least 1-2 years of experience in health-related survey programs is a strong asset.
5. Should have been living and working in one of the regions of the zone for at least five years and demonstrate a full understanding of the health district system context.
6. Fluent English and /or French based on the Zone with the ability to communicate in local languages as an added advantage.

Required Managerial Experience:

1. Excellent written and verbal communication skills with fluency in English and/or French required.
2. Strong computer skills (tt4s Excel, Access, Word, and PowerPoint at minimum.
3. Ability to provide high-quality technical assistance, lead and work with a diverse team.
4. Ability to work independently with minimal supervision and strong problem-solving skills.
5. Ability to interact well with all communities by facilitating a non-judgmental, non-discriminatory, and non-stigmatizing environment, to welcome ail participants and stakeholders regardless of their background.
6. Ability to work under pressure and demonstrate creativity and adaptability in developing new ideas to solve problems.
7. Flexibility to work after normal working hours and on weekends with significant travel outside of duty station.
8. Perform other duties as assigned by the Communication and Community Mobilization Coordinator.
